Catching the first recorded balloon swallower (Internal Swallower / Internal Carrier) in the history of Narcotics Interdiction in 1979, was just the turning point for then rookie customs officer Prospero Ellis and the birth of the U.S. Customs Rover Team. Prospero Ellis refined his Behavior Analysis and Observational Techniques, and continued to teach this concept even after his retirement as a Supervisory Inspector from U. S. Customs in 1996 when he created Rovertech International Inc. in to promote Narcotics Interdiction Training to Law Enforcement Agencies.

Even before 9/11 his knowledge of Behavior was starting to be applied on Airline and Airport Security, and after the implementation of the International Ship and Port Facility Security Code (ISPS) in 2003 this concept has been integrated into Ship and Port Security Plans and Training to identify Deceptive Behavior to mitigate risk, and prevent terrorism.

Police Officers on Security Detail working at Airports, Sea Ports, Train Terminals, and Bus Terminals require a clear understanding of Human Behavior, knowledge of the security regulations, the ability to recognize the information being received (mostly from airline, and non law enforcement personnel), and the ability to communicate their observations and findings to other entities and agencies that are specific to Transportation Security. Our training has proven effective again and again under any conditions.
