Improving Border Security
Cayman Islands Government – 30 November 2007
Border security in the Cayman Islands has been strengthened with the training of 23 officers in the use of observational techniques and behavioural analysis. A group of 18 immigration officers, three members of the Royal Cayman Islands Police Service, and two officers from HM Prisons Northward have been trained in the science of utilising observational techniques and behavioural analysis to identify passengers who could pose potential security risk at the island’s port of entries.
Chief Immigration Officer Franz Manderson said that such training is relevant in a time of heightened security globally. He said that in today’s environment officers had to be routinely prepared to respond to potential threats to border security whether at the Islands’ airports or at the seaports. The training is effective in “streamlining passenger inspection flow by identifying with increased speed and accuracy that minute percentage of individuals who may require closer scrutiny, detection and apprehension.”

Airport Security training at Tocumen
by Tomás García A.
The Panama News – July 2, 2005
On June 17 Tocumen Airport witnessed the closing ceremony and distribution of certificates for the successful completion of a seminar entitled “Basic Observation Techniques and Behavior Analysis” by members of various entities involving airport security, including the Security Department, Customs, Immigration and several airline companies.
The seminar, which had been taking place since May 16, involved the training in detection and identification of behavioral profiles common among terrorists, drug traffickers, smugglers and other international lawbreakers. This identification is done solely through the observation of individuals, in particular searching for hints of deception in their physiological and psychological responses to external stimuli such as the regular questioning done in the Immigration area. “It’s common sense, but the idea of detecting drug traffickers through such a method is a breakthrough,” said Khadhir Tuñon. “I feel a great satisfaction after understanding how to use these observation techniques in an organized and methodical way.”
The seminar was sponsored by Tocumen SA Panama, with the collaboration of the Narcotics Affairs Section at the US Embassy in Panama and the US Department of Homeland Security. The final ceremony consisted of an initial discourse by Doug Dupre, Homeland Security attache at the US Embassy, a speech by the Tocumen SA’s CEO Carlos Garcia Molino and the final presentation of certificates to the last of four groups that have taken the courses throughout the four weeks.

State Police to receive Behavior Analysis Training From Rovertech International Inc. Ft. Lauderdale, Florida – Oct 17, 2002 (PRN): Behavior Analysis and Observational Techniques is an intensive course geared to the detection and interception of “ deceptive behavior,” be it a drug smuggler, terrorist, criminal, or anyone who is attempting to violate established rules. The course draws on the participant’s personal experience, presents the theory behind the behavior, real life case studies, role-playing, airport and seaport practical exercises (where possible), and uses field interviewing, and interrogation techniques. It deals head-on with issues that could hinder the detection process, such as “Racial Profiling”, and agencies past practices, narrowing the gap to “deceptive behavior” that could be observed, recognized, and verbalized in the carrying out of their duties, or while testifying in court.

Drug Smugglers Beware!
Cayman Islands Government – December 06, 2001
Catching persons trying to bring illegal goods into the country is one of the primary jobs of the Cayman Islands Customs Department, and to that end, 14 Customs officers recently graduated from the 13th Rover Concept Training Course held in Cayman.
Launched in Cayman on 7 March 1997, Rovertech International has since held similar courses throughout the United States and the Caribbean. The programme trains customs agents and other law enforcement officers to effectively and accurately detect guilty behaviour stemming primarily from guilty knowledge of a contravention… …Customs Training Manager Langlie Powery was very enthusiastic about the course. “Since we started receiving training on the Rover concept four years ago, we’ve seen a significant increase in drug detection, especially swallowers, who are usually difficult to spot since their contraband can only be detected by X-raying them. Prior to our agents undergoing this training, we had detected only one swallower, and in the first year of the rover concept training, we caught 13! The number of detections is increasing yearly.”
