Maritime Security Training has evolved since the Terrorist attacks of 9/11, and the implementation of the International Ship and Port Facility Security Code (ISPS). Greater emphasis has been placed on Observation Techniques, known as “Behavior Profiling.” Observation Techniques that can spot Deceptive Behavior displayed by a Maritime Passenger during the Security Screening process, and can lead the Maritime Security Officer to determine if additional screening is necessary.

Observation Techniques Training require a simple, logical, sequential, and systematic approach to learning the observation and application of Behavior in a Maritime terminal setting. For officers responsible for Maritime Security this means the understanding of Human Behavior in a Maritime Terminal, gaining the ability to select passengers based on Deceptive Behavior indicators, and being able to verbalize their observations with greater detail and confidence. Knowing that what they observe presents a risk to the security of the Maritime security system.

Behavior Observation Training for Maritime Security

Knowing and understanding how the perpetrator behaves in a Maritime terminal, Behavior Profiling, is the first step towards passenger security. When we consider that 99% of the traveling public is not involved in an illegal activity that requires action on the part of the Maritime Security Officer, it is easy to see why this approach will have a greater application during the Security Screening. Maritime Security remains a mechanical process and only limited steps have been taken to understand the advantages of Behavior Observation, training and the development of new procedures will make this viable option in Maritime Security.

Training how “Deceptive Behavior” is recognized, identified, and communicated across all groups responsible for Maritime Security during the screening of passenger requires a common terminology between the Ship Security Officer, Maritime Security, Port Security Officer, Company Security Officers, and Law Enforcement. Training on Behavior Observation Techniques in a Maritime Terminal Setting can improve Passenger Security, expedite Passenger Screening, but ultimately, it is the constant adaptation of the Maritime Security codes and regulations to include and recognize the application of Behavior Observation Techniques as a solution to Maritime Security.

Ship Security Alert System (SSAS)

The International Maritime Organization (IMO) with the implementation of the International Ship and Port Facility Security Code (ISPS Code) which is a comprehensive set of measures to enhance the security of ships and port facilities, developed in response to the perceived threats to ships and port facilities as acts of piracy and terrorist attacks have increased and over the years.

The ISPS Code is implemented through chapter XI-2 Special measures to enhance maritime security, and to improve security for ships in the International Convention for the Safety of Life at Sea (SOLAS). The new SOLAS resolution 6 states that the Ship Security Alert System shall provide ships with two alarm buttons, which can be activated in case of a piracy or terrorist attack. The alarm is a covert signal, which will have no sound and no flashing lights so that it is in no way obvious to any intruders on board the ship. This Ship Security Alert System are now installed on Passenger ships, including high-speed passenger crafts, Oil tankers, chemical tankers, gas carriers, bulk carriers and high-speed cargo vessels of 500 gross tonnage and upwards.
